The Road Scholar Program is a training and recognition program that provides an opportunity for local municipal employees to be trained by AZ LTAP in the latest technologies and innovations. Through a series of training sessions conducted at convenient locations throughout Arizona, this program is an invaluable resource provided at a price that is affordable to Arizona's counties and municipalities.
General Information
Who Can Participate?
All local municipal employees and officials working in transportation related jobs (i.e. roadmasters, road superintendents, road crews, public works personnel, managers) may enroll in the AZ LTAP Road Scholar program at no additional cost.
How to Enroll?
To enroll, you simply need to complete and submit the Road Scholar Program Application to [email protected]. Enrollment into the program is free, however AZ LTAP's general training fees apply to all courses within the programand an agency's membership status (contributing or non-contributing) will determine costs for training.
How to Receive Your Award?
Once you enroll yourself or your employees into the program, you must begin to track your progress through each level using our Road Scholar Matrix. When an employee completes a level, they (or an agency representative) must submit their filled out Road Scholar Matrix to [email protected] for review. Once the submitted Matrix has been approved by our administrators, the employee (or their representative) will be mailed their Road Scholar Certificate and (gift) award for that level. Upon completion of all three levels of the program, the employee(s) will receive an special award recognizing them as a Road Scholar. If desired, their headshot will be included in our program's newsletters and website.
Program Completion Requirements
Courses may be taken in any order, at any time. However, certifcates of completion will only be issued in sequential order for each level:
- To receive Level II certificate, you must first complete all Level I courses.
- To receive Level III certificate, you must first complete all Level I and II courses.
Each level must be complete within five (5) years from the date of your matrix submission.
- All courses required by a given level must be completed within a five-year window;
- If more than five years have passed between the first training taken in the level and the last training taken for the level, you will need to retake any courses that fall outside five-year window before the certificate can be issued. This ensures you are reciveing the most up-to-date training possible.
Road Scholar Course Details
Level I Road Scholar
Level One is designed to introduce and enhance your employees' knowledge of general roadway maintenance and construction methods, safety practices, essential certifications and industry policies and standards. It is aimed at entry-level transportation employees or those with no or limited experience.

Level II Road Scholar
Level Two is designed to enhance employees' knowledge of roadway maintenance and construction methods, while also developing their management skills. Level II training is in the beginning supervisory level and management course work. This level is aimed at transportation employees who are motivated to advance their knowledge, skills and abilities to excel their career (up to 10 years field experience).

Level III Road Scholar
Level Three builds on the knowledge gained from levels one and two, further developing employees' management and supervisory skills. Level II training is in the beginning supervisory level and management course work. This level is aimed at employees working in supervisory level and management positions (traditionally up to 15 years or more of experience).
