Pawan Agrawal, City of Bullhead City

Pawan Agrawal is currently Public Works Director and City Engineer of Bullhead City. He joined Bullhead City in 1999 and served several years as Community Development Director and City Engineer. He oversaw the Building, Planning, Code Enforcement, Engineering and Utilities functions of the City during the last growth spurt. Since, July 2006 he has been in his current position and oversees the Utilities, Engineering, Fleet Maintenance, Capital Improvement Program, and Infrastructure Maintenance.

Pawan serves on the Civil Engineering exam committee as a subject matter expert. This committee of the National Council of Examiners for Engineers and Surveyors (NCEES) prepares the national exam that engineers take to get licensed in any of the 50 states.

Prior to joining Bullhead City in 1999, Pawan worked as a consultant with Terracon, a top 100 ENR firm, from 1991 to 1999. He worked as Environmental Engineer and Project Manager in the Omaha, Nebraska office of Terracon. As a consultant, Pawan managed several projects for private and public sector clients. The primary area of his consulting work was environmental engineering with projects on landfill design, water/wastewater treatment, water resources, environmental assessments, air permitting, and groundwater remediation.

Pawan came to US in 1989 and completed his Masters in Civil Engineering from Iowa State University in 1991 and prior to that completed his Bachelors in Civil Engineering from Indian Institute of Technology in New Delhi, India.

Michia Casebier, M.G. Tech-Writing, LLC

Michia Casebier is the President of M.G. Tech-Writing, L.L.C., a grant and technical writing firm located in the Cottonwood, Arizona area.  Michia is also a certified trainer for the Safe Routes to School National Course.  Writing and administering grants since 1993, Ms. Casebier has successful experience in grant and technical writing and consulting for Federal, town and Native American tribal government, Arizona Department of Transportation Safe Routes to School and Transportation Enhancement projects; and a multitude of other projects; including: education, tourism, economic development; agriculture and timber resource management, biomass, arts and culture; social services and health.  M.G. Tech-Writing, L.L.C. is listed on the Qualified Vendors Lists for the City of Phoenix and Northern Arizona University.  Originally from Illinois, Michia moved to Boulder to attend the University of Colorado where she graduated in 1985 with a minor in French and a B.A. in English emphasizing Creative Writing.

25-years of diverse civil engineering experience in transportation and traffic (signing, pavement markings, traffic signals and roadway lighting) fields.  Native Arizonian and graduate of Arcadia High School, Phoenix College and the University of Arizona.

 
Sgt. Jeffery Copfer, Pima County Sheriff's Department

Sgt. Jeffrey Copfer has been a Deputy Sheriff with the Pima County Sheriff’s Department since September of 1994.  He is currently the Supervisor of the Traffic Investigations Unit which is responsible for all fatal, serious injury, and County Liability collisions within the jurisdiction of the Sheriff’s Department.  

 He is an accident reconstructionist, phlebotomist, Drug Recognition Expert/Instructor, and tactical driving instructor.

Sandy DiCosola, Summit Contract Management

Ms. DiCosola is owner of Summit Contract Management located in Tucson, Arizona.  The company is dedicated to helping inventors, entrepreneurs and small businesses work with city, county, state and federal government agencies.  Summit Contract Management provides step-by-step guidance in government procurement from the management of new intellectual property and goods and services to contract/grant close-out.

Ms. DiCosola has helped large and small businesses succeed at each stage of the procurement lifecycle for over 25 years.  She spent the first 15 years working as a contracts manager for large defense contractors.  Since 1997, she has primarily worked with inventors, entrepreneurs and small businesses. She specializes in the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) programs.  The SBIR/STTR programs are an important resource for funding research and development of new innovations.

Linda Gorman, AAA Arizona

Linda Gorman is the director of public affairs for AAA Arizona. In this role, she oversees the club’s public relations, traffic safety initiatives and legislative efforts.  In 2007, she led an extensive statewide coalition to lobby for the successful enactment of the Teenage Driver Safety Act. The act creates a graduated drivers license for new teen drivers.  

She also serves as primary spokesperson for the 800,000 member Club, conducting hundreds of print and broadcast interviews each year on a variety of topics affecting the safety, security, and peace of mind of members and the traveling public.   

Under Gorman’s leadership, the Club has received several awards for their teen driving initiatives, including a Copper Anvil and an Award of Merit from the Public Relations Society of America, and two Gold Hermes Awards from the Association of Marketing and Communications Professionals .

Gorman has 13 years of experience in the communications field.  She has successfully completed the examination process for Accreditation in Public Relations (APR), a distinction that demonstrates her commitment to the public relations profession and ethical practice.  Gorman was recently elected to the board of the Phoenix Chapter of the Public Relations Society of America, where she will serve a three-year term beginning in January.  She has served on several other transportation safety boards and commissions.

Douglas Hanna, Pima County's Sheriff's Department

Sergeant Douglas Hanna currently supervises the Pima County Sheriff’s Department’s Motorcycle and DUI Unit.  His duties also include overseeing the operations of the Department’s Sobriety Checkpoint program, Operations Bar Watch and WULF.  He is also responsible for the Department’s DUI, DITEP and Phlebotomy training.

Sergeant Hanna is a Drug Recognition Expert Instructor, Phlebotomist and has completed numerous courses in Traffic Collision and Reconstruction.  Sergeant Hanna also recently attended the NHTSA Speed Management Workshop in Sacramento, California and has a close working relationship with the Governor’s Office of Highway Safety and MADD.

The operations of the Pima County Sheriff’s Department’s Motorcycle and DUI Unit will have an impact on the citizens of Arizona and demonstrate that everyone counts to obtain the goal of zero fatalities on our roadways.

 
Alan Haywood, Arizona Department of Public Safety

Alan Haywood is an officer with the Arizona Department of Public Safety.  He is currently assigned to the Governor’s Office of Highway Safety (GOHS) as the Arizona Law Enforcement Phlebotomy Coordinator.  He has devoted most of his law enforcement career to impaired driver enforcement, with certifications as a Drug Recognition Expert (DRE) Instructor, Standardized Field Sobriety Testing (SFST) Instructor, and spend five years on the DPS DUI Squad.  Before his position at GOHS, Office Haywood was the Impaired Driver Training Coordinator at DPS for two years.  He has presented at many classes, seminars, and conferences on drug recognition, phlebotomy, and chemical test refusals.  He has been with Arizona Department of Public Safety for eight years, and married to his spouse Diane for 17 years.

Mr. Henry hails from the State of Illinois and has been a resident of Arizona since 1981.   Mr. Henry earned his Bachelor of Science in Civil Engineering from the University of Arizona and a Masters of Business Administration from the University of Phoenix.  Mr. Henry is a registered civil engineer with the State of Arizona and has 15 years of engineering experience with the Arizona Department of Transportation (ADOT) where he is responsible for managing the Highway Safety Improvement Program for ADOT.

Erin Kuroiwa, Phoenix Children Hospital

Erin Kuroiwa graduated from Indiana University in 2004 with a degree in Spanish. Erin works as an educator and coordinator in Injury Prevention at the Phoenix Children's Hospital in Arizona. Erin has helped families who speak Spanish create their own fotonovelas, advocacy groups, and community campaigns to improve safety. As a former high school Spanish teacher, Erin recognizes that education must be personalized and interactive.  In September 2006 Erin became a Child Passenger Safety Technician and a year later she completed the Safe Travel for All Children: Transporting Children with Special Health Care Needs course at Riley Hospital for Children.  Erin has worked with a diverse group of families and children including premature infants, kids with trach/airway conditions, spica casts, neuromuscular patients,  and children with low muscle tone.  Erin recently completed her training as a Certified Child Passenger Safety Technician-Instructor.

Donald Sneed is a Senior Planner with the ADOT Transportation Planning Division.  Mr. Sneed provides planning support and intergovernmental coordination for ADOT’s statewide and regional planning projects and programs as they impact tribal governments and communities.  Additionally, as a designated Tribal Coordinator for ADOT, Mr. Sneed works to address development of mutually compatible intergovernmental relations between ADOT and the Arizona tribal governments by working cooperatively with and through various tribal, local, state, and federal agencies.

 
Tomi St. Mars, RN, MSN, CEN, FAEN

Tomi St. Mars RN, MSN, CEN, FAEN is the program manager for Injury Prevention, Safe Kids AZ and Emergency Medical Services for Children with AZ Dept of Health Services.  Ms. St. Mars is an emergency nurse by training and a Certified Child Passenger Safety Technician Instructor.  Ms. St. Mars has advocated on variety of health and traffic safety issues for over twenty years and has received awards for traffic safety work in tribal communities. She currently serves on the Governor’s Traffic Safety Advisory Council and is past –president of Arizona Emergency Nurses Association.

Tad Wygal is a has worked for the Williams PD for 5+ years.  He has been a Patrol Sergeant there for the last three years. Prior to that he was employed for 6 years with the Arizona Dept. Public Safety as a Highway Patrolman where he specialized in Accident Investigations and Reconstruction.  Williams, AZ is a small city of 3000 people with a large tourism base and rural setting at 6800 feet elevation.  Williams is known as the Gateway to the Grand Canyon.
