Collision Reduction Strategies for Sharing the Highways/Roadways with Farm and
Wild Animals
This session will identify the unique hazards and problems experienced while
traveling in various areas of the state that have a high volume of farm and
wild animals that are near public highways and other traffic roadways. The
discussion will focus on the types of areas, signage, enforcement and
education strategies to inform the public how to be attentive and share the
road with farm and wild animals.

Collision Reduction Strategies through Traffic Enforcement (II)
This session will
explain the overall collision problem with specific emphasis on types of
collisions and their causes. Traffic enforcement strategies that are currently
in place will be presented by various agencies along with the challenges and
successes of the strategies and how the actions of the various agencies
support the goals of the Strategic Highway Safety Plan (SHSP). The traffic
enforcement strategies that will be discussed are DUI, hazardous moving
violations and commercial vehicle enforcement.

Crash Testing and Roadside Safety Issues
This session will
focus on Roadway Departures crashes and provide the attendees with a better
understanding of the roadside hardware crash test criteria and the importance
of creating a safety roadway environment.

Future of Arizona Roadway Safety
Numerous
initiatives and strategies have been implemented to reduce the number of
tragic roadway crashes that kill and injure thousands of people each year on
Arizona roads. These include the Governor’s Traffic Safety Advisory Council,
the state’s Strategic Highway Safety Plan, the ADOT Safety Action Plan, and
the Road Safety Assessment Program. This session will highlight some of these
initiatives.

This session will address the process of identifying and applying for
federal, state, local and other funding grants as well provide hints on
strategies that will help your project get selected and lessons learned from
previous experiences.

Improving Traffic Safety in Pima County
A County Traffic Engineer’s
Perspective on Reducing Fatal Crashes”
Mr. Letzkus will present ideas and issues accumulated over his 39 years of
Traffic Engineering experience for several government jurisdictions. These
will include the fatal crash sequence of events to focus on those components
traffic engineers can address, and the need for new approaches in reducing
fatal crashes. "Pima County DOT’s Safety Management System”
Mr. McManus will describe the successful comprehensive Safety Management
System (SMS) started in the County several years ago. The description will
include the history of developing the system, its major components, and the
resulting successes over the years.
The session will explain the design, construction and operations efforts taken
by METRO and partner cities and organizations to be proactive with light rail
safety. There are many safety aspects designed into the light rail system that
may not be noticed by many by-standers but they go a long way to ensuring a
safe multi-modal system.

Motor Vehicle Crash Disparities for Indian Community
During 1999-2004, the age-adjusted motor vehicle crash mortality rates for
American Indians in Arizona averaged more than three times the average for all
races in Arizona and more than four times the Healthy People 2010 goal.
Clearly, this continues to be a health disparity that deserves immediate
attention.
Dr. Mahal and Ms. Corbett will discuss the data-driven, community-based Tribal
Motor Vehicle Crash Injury Prevention Project being undertaken by the Inter
Tribal Council of Arizona (ITCA) with Tribal participation. This project will
work to prevent motor vehicle related injuries among American Indians in
Arizona through coordination, collaboration and information sharing between
ITCA, Tribal programs, state, and federal agencies.

Outreach and Occupant protection in the Community
Community programs keep OP messages in the forefront of the public's eye at
the local level. Hear about Arizona’s Battle of the Belt- seatbelt program for
teens, a program that uses parents to teach parents and a new outreach program
designed to educate the public about windshields.

Photo Enforcement/Technology
This session will present an overview on the various types of enforcement
strategies that use photo enforcement technology. Information will be provided
by different jurisdictions on the usage of the various technologies,
procedures for implementation, the successes and the challenges presented with
the usage of photo enforcement technologies.

RSA Your Way to Safety
The Road Safety
Assessment (RSA) Program is a free technical assistance resource available to
highway agencies in Arizona to help improve safety for all road users,
including motorists, pedestrians, and bicyclists. Learn how to bring an RSA
team of traffic and design engineers, law enforcement, and safety advocates to
your agency to examine your road’s safety performance and to develop
countermeasures to enhance safety. Findings from Arizona RSAs will be
highlighted, including a success story from Bullhead City.
Roadside Safety and Clear Zones
This session will present a discussion of the safety impacts achieved from
tree and brush removal to the clear zone limits on both Interstate and
non-Interstate roadways.

Safety Funding Panel
Many sources of
funding are available for the implementation of 4E safety projects. Our panel
members will highlight funding sources that can be use in Arizona for
Engineering, Education, Enforcement and Emergency Medical Services. Time will
also be allocated for Questions and Answers.

Safety Hot Spot Assessment
This session will
include two presentations; The concept of Safety Performance Functions and the
limitations of traditional methodologies for safety priority assessment and
another on the use of GIS to determine high priority highway segments for
installation of median barriers.

Signing and Striping 101
This session will present a compact and quick hard hitting review of
the basics related to traffic signing and pavement markings. Subjects covered
will include the basics of signing and pavement marking technologies, design
and maintenance practices and the role that the MUTCD plays in this. This
session will be most relevant to those who know a little, but wish to know
more about signing and pavement markings. However, it will probably be
worthwhile to those who are more experienced with signing and/or marking also
as they can heckle the presenters’ as well as participate in the discussions
by offering their experiences and approaches during the open forum part of the
session.

Strategies for Reaching Low Belt Use Groups
Belt use varies
among various populations. This session will focus on low belt use groups and
discuss strategies that are showing some success in changing behavior. The
session will include a review of what we know about unbelted populations and
the results of a telephone survey on “Why Arizonan’s don’t Wear Seatbelts”.

Strategies to Increase Safety for Young Drivers
The panel will
discuss the steps that went into passing the new graduated driver license law
in the state as well as lessons learned along the way. Find out what programs
agencies and organizations are implementing across the state to address the
issue of young driver crashes.

Taking a step back, can we make crossing the street less chancy?
This panel session
will discuss the balance of proving safe pedestrian crossings and the
challenges along with that. There is a balance between providing crossings and
good traffic flow as well as achieving good compliance with pedestrians.

Tort Liability/Risk Management
How records play a
vital role in litigation and other loss prevention strategies in terms of
traffic safety.

Traffic Engineering Countermeasures to Improve Safety
The ADOT Traffic
Group strives to improve traffic safety in every project. Highlighted in this
session are the following: cable barrier, raised reflective pavement markers
on freeways, wide pavement markings, energy absorbing guardrail terminals,
rumble strips, freeway directional signing, and lighting.

Traffic Records Data Collection, Storage and Analysis
The session will
explain the effort between the Traffic Records Coordinating Committee (TRCC),
ADOT Traffic Records Section (TRS), ADOT Information Technology Group (ITG)
and Department of Public Safety (DPS) to improve the timeliness, accuracy,
accessibility, and integration of Traffic Safety Data in Arizona. This session
will also showcase the statewide Traffic Records System that combines the
latest technologies to meet the crash data collection requirements, law
enforcement agencies, and traffic records analysts.

Traffic Safety as a Public Health Issue
Public health
professionals have been successful in framing traffic injuries in the context
of other preventable causes of death and diseases. This session offers an
overview of the injury problem, the impact to the health system and proven
strategies to creating a culture of safety.

The Use of ITS Technologies to Improve Transportation Safety in Arizona
Intelligent Transportation Systems (ITS) are being actively researched and
implemented to improve transportation safety in the United States.
Transportation Technology Group staff are using ITS to improve safety in
various projects, facilities, and work groups including ADOT’s award winning
Arizona Emergency Vehicle Infrastructure Integration (Arizona E-VII) project,
Travel Times on Dynamic Message Signs project, Arizona-Sonora 5-1-1 project,
Civil Air Patrol (CAP), Traffic Operations Center (TOC), Freeway Service
Patrol (FSP), and Arizona Local Emergency Response Team (ALERT) – the
presentation will discuss the use of ITS to improve transportation safety in
these projects, facilities, and work groups.
