David Brinkley is a veteran Public Works official with more than 25 years of service. His areas of interests and expertise include: construction, inspection, operations and maintenance, research and education. For the past fifteen years David has addressed numerous topics from the Public Works curriculum. In 2005, he spoke at the APWA International Conference on Maintenance Management Systems. He is published in Better Roads, and the ASTM Guide for Controlled Low Strength Materials. David brings real life experience and a sense of humor to discussing the challenges that face Public Works everyday

Emily Christ is the Project Manager for the Arizona Department of Transportation (ADOT) Winter Storm Management Environmental Overview and Operations Manual. She has worked as a Natural Resources Planner with ADOT’s Office of Environmental Services since 2006. Before coming to ADOT, she worked as a NEPA Planner with an environmental consulting firm and as Solicitor Liaison with the Bureau of Land Management Arizona State Office. Ms. Christ has a Bachelor of Arts in International Studies from Duke University and a Masters of Environmental Planning from Arizona State University. She has a Juris Doctorate from Pennsylvania State University Dickinson School of Law where she focused on environmental and natural resources law. While in law school, Ms. Christ earned her Environmental Management Certificate from The George Washington University. She has been a member of the Arizona State Bar since 1998.

George is a native Arizonian, born in Williams and raised in Ash Fork where he presently lives, with a family background of Ranching, Railroading and Sawmill workers. George is a U.S. Army / Vietnam Era veteran. Worked for the Santa Fe Railroad for 12 years as a Brakeman/Conductor, and volunteered as a Fire Fighter/E.M.T. for Ash Fork Fire Dept. for 10 years.
George has been employed by Arizona Department of Transportation for the past 16 years working for Maintenance in Prescott & Williams for 11years, and as a construction Inspector in the Flagstaff District for 2 years, the Flagstaff District Training Coordinator for a short time, and then was offered the Northern Regional Training Officer position 3 years ago, which covers the Northern section of Arizona with a diverse curriculum including Safety, Technical, and Equipment training. He also still operates snowplows for the Williams Maintenance Org. when called upon.

Dr. Latimer serves as a Technical Director of Water Resources for AMEC Earth & Environmental, Inc. (AMEC) in Tempe, Arizona. Dr. Latimer has nearly 20 years of experience in water resources engineering, stormwater management, and stormwater regulatory compliance (in relation to both the National Pollutant Discharge Elimination System [NPDES] and the Arizona Pollutant Discharge Elimination System [AZPDES] programs). He has served as Technical Lead and Project Manager in the development of numerous stormwater management programs (SWMPs) and Stormwater Pollution Prevention Plans (SWPPPs) for both construction and industrial sites, including several ADOT-specific projects. Also for ADOT, Dr. Latimer led the completion of the Post-Construction Best Management Practices Manual and is currently completing the upgrade and update of the Statewide Winter Storm Management Operations Manual – both documents of importance to ADOT’s permit-driven water quality focus.

Wayne Lupton worked for Colorado Department of Transportation for 32 years and retired at the end of 2006. When he retired he was the Director of Maintenance and Operations.
During his tenure with CDOT he was responsible for the Maintenance Level of Service program, Anti-icing & De-icing technologies, materials quality assurance, researches projects, created snow removal related policies, avalanche mitigation, equipment management, and the Training Academy.
Wayne represented the Colorado Department of Transportation on numerous task forces, committees, and organizations at the national level. He worked with the FHWA to provide training for numerous states and local entities on anti-icing and snow removal.
Wayne is currently employed by EnviroTech Services, Inc. in the ESI Spray division, Fixed Automated Spray Technology (FAST) for bridges, parking structures, and hazardous locations. He also provides training for anti-icing and de-icing to operators, supervisors, and managers.

 

Joel Miller

Joel Miller has been in the construction and maintenance industry since 1976.
Started work with ADOT in 1982 at a remote Maintenance Camp on US 191 called Grey’s Peak where the primary duties were maintenance of 60 miles of the remote stretch of US191 between Morenci and Alpine where the elevation ranges from 4000’ to 9200’ elevation.
Promoted to Lead man in 1988 at the 3-Way Org and then to Maintenance Supervisor in 1990 in the Safford Org. During this time graduated from ASU’s Certified Public Managers program and attained NICET Level 4 in Maintenance and Level 3 in Construction. While in the Safford Org maintained SR366 which services the U of A and Vatican telescopes on top of Mt. Graham reaching just over 10,000’ in elevation.
Moved to Kingman in 1996 when promoted to Maintenance Superintendent where he was responsible for parts of I-40, US93 and SR68 and served there until transferring to Globe in 1999 where he is currently serving as District Maintenance Operations Superintendent. In 2007 he presented at the American Public Works Association winter workshop in Minneapolis/St. Paul Minnesota and led a round table discussion on Employee Training.
His passion and goal within the department is to provide the front line employees with the tools, skills and abilities to not only be successful in
their positions but to excel and return home every night safe. He is currently working on the State of Arizona’s Winter Storm Management Environmental Overview and Statewide Operations Manual. Along with the entire Maintenance Servant Leadership Team (MSLT) who’s Mission is to “Pave the way with servant leadership for the personal and professional development and success of maintenance employees”, is currently working on the CAC/AGC Equipment Operators Apprentice Program, Identifying areas for possible Stipend Compensation,
Helping the roll-out and success of the HOTS program and teaching Preventative Pavement Management, Performance Management, Environmental Awareness and Servant Leadership. He also has served and is serving on numerous (TAC’s) Technical Advisory Committee’s and currently the Globe District is conducting a Research Project utilizing and evaluating an Automated Vehicle Locating system in partnership with
ASU, ADOT’s Technical Research Group and Force America and Preco…

 

Kevin Mullaney

Mullaney – As a resident of Flagstaff for 32 years and a City employee for 30 of those years I have a vested interest in the affairs of our community. I have served the public in the capacity as an Equipment Operator, Street’s Leadman, and Street’s Superintendent.
My current duties and responsibilities pertain to CDL licensing, safety and training, monitoring a budget which includes paint and sign, snow removal, street sweeping, drainage, road maintenance and traffic signals.
Volunteer functions have included United Way, Christmas in April, Habitat for Humanity, and District Administrator for 18 Little Leagues in Northern Arizona.

O’Connor – Mike has plowed snow with the City of Flagstaff for 18 years and has been a resident of Flagstaff for 27 years. Mike is the Lead Worker for the Street division over road maintenance operations, which includes inspection and maintenance of drainages, work zone training, shouldering, guardrail repair, road grading and application of dust suppressant to 28 miles of unimproved roads. He currently oversees the pavement preservation operations using software to track asphalt deficiencies used in the City’s overlay – chip seal program.
Recently, the City started using a granular chemical de-icer in snow plowing operations and Mike has been instrumental in implementing this program.
The City of Flagstaff lies in the center of Coconino County at 7,000 ft. elevation and is surrounded by the largest stand of Ponderosa Pines in the nation. Flagstaff receives an average of 108” of snowfall per year and has 200 freeze/thaw cycles per year. This in itself presents challenges which require resourceful management and teamwork.
Mike enjoys boating and the outdoors.

 

Eugene L. “Dusty” Parsons

Dusty Parson has served as the Navajo County Assistant Manager since June 2008. Prior to serving as Assistant County Manager, Dusty was Director of Public Works. He has been with Navajo County since 1993. Dusty has worked in the Public Sector for over 25 years. He has been a member of the American Public Works Association and serves on the Board of Directors for the State LTAP Program. Dusty currently serves as President of the Local White Mountain Merriam’s Chapter of the National Wild Turkey Federation. He is also actively involved in local and state issues for the conservation of wildlife and the hunting heritage rights. Dusty graduated with a BS in Public Communication from ASU. He and his wife Cynthia, have five children and six grandchildren

 

John Wakefield

John Wakefield has been with the Department of Transportation since 1994 and held various positions within Equipment Services throughout his tenure. John’s ADOT career began in the Phoenix Parts room in 1994 and was promoted to Assistant Statewide Parts Manager two years later.
During this time many key projects using new “PC” technology were created and implemented by John that benefited the agency. In early 1997, Equipment Services began a major project of implementing a new Equipment Management System to bring two systems running in parallel into a single system. This effort was in part of the Y2K era as well, so time was of an essence. John was the lead in the overall effort for Parts implementation and migration for old system to new. In September 1998, the system was implemented.
In early 1999, John was promoted to MIS Manager and led the MIS team for the next 5 years. In 2004, John led an automation Equipment Billing System project which was nominated for an AQA award and won. Over the next 5 years, John developed a passion for integrating technology into business process. He is known around the country amongst his peers as an expert in this doing so.
In 2005, John was promoted to Business Systems Integration Specialist leading many technology projects relating to on-board computers in vehicles.
He is known to many as an expert in his field of work and is called upon often to solve problems and does so with ease. John led the implementation and management of GPS\AVL in ADOT vehicles. This project today has fully developed and currently supports over 100 of ADOT on and off road vehicles using GPS\AVL for various stewardships.
John has also been a key resource for the ADOT Paint Striping crews statewide to solve many on board issues of the trucks including; learning the systems and data logging mechanism on his own to better support the customer.
Currently, John is serving on the TAC Team as the Technical Project Manager for the Globe District Research Project utilizing and evaluating an Automated Vehicle Locating system in partnership with ASU, ADOT’s Technical Research Group and Force America and Preco. John currently resides in Mesa with his wife Lisa of 18 years and 3 children ages 13, 7 and 3. Hobbies include, being a Dad and Husband, coaching travel baseball, flying RC planes and riding his Harley Davidson motorcycle.

Lory Warren has been in the government sector since 1982. Having started in the industry as an asphalt raker, ditch digger and on to CIP Inspections and then to Maintenance, she has covered the full realm of Public Works activities. She works at the Town of Oro Valley and teaches Public Works at Pima Community College. Her “baby boomer” humor and diverse background give her a unique perspective on management and leadership.
